I think this is a bug. When you direct-add a new member to a main group and then use the checkboxes to add the person to a subgroup at the same time, the member receives the Welcome notice for the sub

As best I can tell, there is no way to isolate messages sent as special notices via a search of the activity log. You can enter "sent special message" in the search box but it still turns up nothing.
