I don't know. If a member of my group asks to not receive any RSS Feeds, there should be an option for that member to not receive RSS Feeds.

I'm not sure I follow. Do you mean not allowing a member to subscribe to the list's RSS feed? That feed's public, so I'm not sure how that would be implemented.
