I agree that this would be really useful. I've hacked around the lack by creating a "group xyz owner" email address and account, but in order to use it to post I have to log out of my regular account,

Nope, it's been that way since day 1. It's so folks can find answers to questions without needing to join a group, same as Group_Help and GMF.

I don't believe there's anything that causes that button to be available, it's just there. On my Thunderbird, it's always there, even if there's only one address to reply to.
