I'm using Windowz 10 ver 1809 updated 3/4/19 and IE 11.348.17763 and have not had an issue. I just replied to double check and I didn't have an issue.

Yes, totally, the flags are there. But you would still be able to select non-bouncing as well as bouncing members from your search results. So the "send bounce probe" action would have to be grayed
