Hm... On a related thought, a frequent request on Yahoo Groups suggestion board was to be able to moderate a thread: meaning that postings in this thread are always sent to the pending list.

seems to make sense. It's perfectly possible that new information (such as a law coming into effect) makes it necessary to reopen the thread.
Or that some of the "discussion" devolves into ad-hominems.
