While the message archive can be made publicly viewable, a visitor cannot see inline images or download a file from a hyperlink unless it is stored in an external public server.

True for the file; but an inline image may be stored in the message body itself (src=data:) or as an attachment to the message (src=cid:) and those are available to the non-member.

I haven't quite worked out how handles <img> in all cases but I think I've caught it converting cid to data; and storing pasted or inserted images (using the Add Picture tool) as cid, as in this message.

Not html though, I think those must always be to a public site.
