New section 4 Owners Manual #suggestion

On bullet 2 of the Sponsorship section/page, it may be more clear to say "Sponsorships are nonrefundable. Sponsorship amounts are held by Groups.io and are used to pay hosting fees for the group sponsored as they are needed." Otherwise some people may assume that the money can be used for any of their groups.

I revised that bullet item as suggested (though I wrote “for the sponsored group” instead of “for the group sponsored” :-) ). Thanks for the feedback!
